approach or extend the limits of what is possible.

Examples :
Since we were short on budget we can’t push the envelope to support further extra curricular in demand.

To be a great leader one has to push the envelope.

2 TO TEST THE WATERS
Meaning
to find out whether something is likely to be successful before you do or try it

Examples :

Post editing the scenes of the upcoming movie was released to test the waters.

One should always test the waters in order to estimate the risk.

3 TO RUN A RISK OF SOMETHING
Meaning
exposure to the chance of injury or loss

Examples :

She convinced him on not to run a risk on losing job when automation is killing the jobs around the world.
