  5. India needs more committed bureaucracy as inefficient and noncommittal bureaucracy has hampered the pace of progress and development in India. Administrative shortcomings of successive governments have been compounded by their propensity to treat problems, rooted in alienation and socio-economics, as “law and order” issues. Most instances of internal unrest originate in political venality, malfeasance and apathy. A lax administration, then, allows the problem to fester and assume unmanageable proportions, at which point the politicians panic and throw poorly trained police forces at it.

    Importance of efficient civil services in making India secure-

    Quick and Timely decision: If the decisions are taken on time, it would result in least disruption of normal lives by radicals. Perhaps, the growing Maoist problem has risen because the system failed to take the right decision at the right time.Proper guidance and training: IPS officers occupy the top posts in Central Armed Police Forces. The IPS officers should strategize ways of combating internal disturbances and be made responsible for combating the situations on the ground.Understanding the demands: The people of a nation rebel only when their demands are not met and are treated discriminately. Thus Bureaucrats should understand the problems from the grass-root level and work towards engaging the affected people in finding the solution. But most of the time bureaucrats treat the problem as law and order situation and unleash the suppression on affected people.Coordinated efforts-All the braches of administration like central security forces, state police, revenue officers, district administration should work in tandem as internal security matters have different dimensions.Exposure to ground reality-Most of the top officers at the top of the ladder of administration have inadequate understanding of the ground realities which could results into crisis resolution efforts in wrong direction. Thus it is very important for policymakers to have in-depth understanding of the security crisis.Empathy and compassion-To solve any developmental issue, bureaucrats should have empathetic and compassionate attitude towards the affected people. This could result into putting extra efforts by administrators to resolve the issue that goes beyond the normal hours of duty.Leadership-The bureaucrats must show leadership qualities when it is required most. Lack of leadership leads to policy paralysis and slow and ineffective decision making and ultimately creates trust deficit between the people and administration. Thus bureaucrats must be trained to take up the responsibilities and complete them effectively.In case of external security, officers particularly from the Indian Foreign Service must have a proper knowledge of the geopolitical situations that persist in the world, the past experiences of the country and the future turn of events. They should be able to secure India’s interests while dealing with other nations through smart diplomacy.

    Conclusion-

    India needs efficient bureaucracy that could secure India both internally and externally.  The world is changing faster, so as to our bureaucracy. When people of the nation rebel against it and hostile countries surround a nation, it is critical time when Bureaucracy stand-up and make the things count.

    4. Under article 72 of Indian Constitution pardoning power of president:
    There are five different types of pardoning-
    1. Pardon: means completely absolving the person of the crime and letting him go free. The pardoned criminal will be like a normal citizen.
    2. Commutation: means changing the type of punishment given to the guilty into a less harsher one. For example, a death penalty commuted to a life sentence
    3. Reprieve: means a delay allowed in the execution of a sentence, usually a death sentence, for a guilty person to allow him some time to apply for Presidential Pardon or some other legal remedy to prove his innocence or successful rehabilitation.
    4. Respite: means reducing the quantum or degree of the punishment to a criminal in view of some special circumstances, like pregnancy, mental condition etc.
    5. Remission: means changing the quantum of the punishment without changing its nature. for eg. reducing 20 year rigorous imprisonment to 10 years.
    6. Amartya Sen in 1998 got Nobel Prize in Economics for economic studies.

    Ans:-     The bureaucracy is the steel-frame of our political structure which has been
    inherited from the colonial rule of United kingdom. Though some minor changes
    has been done to this framework to adapt with the changing geo-political
    scenario but the structure has largely remained to produce ‘intelligent-generalist’
    who could cater the needs of all domain. Seniority is the sole criteria for
    promotions and there is little scope and importance of ‘domain specific
    knowledge’. So, many a time it is seen that bureaucrats, of say defense sector,
    is transferred to a totally different sector like the health or education where
    knowledge gathered through years of experience in the particular field goes in
    vain.A better and more committed bureaucracy can act as an agent of development and can make India more secure. To
    make Indian bureaucracy more efficient, it has to be more specialized in
    particular fields. This could be done by creating pools of bureaucrat for
    specific sectors like
     The defense sector  comprising defense
    affairs, home affairs, external affairs etc.The health sector comprising health, women and
    child developmentThe transportation sector like railways,
    roadways, shipping etc. The transfers should be within these pools so that the
    officer at the top has specific knowledge about the department.

    Major responsibilities of civil servants to government and society:
    1.The prime responsibility of civil services executives to society is to serve the government it has elected. It denotes that civil services must offer same standard of free, frank, impartial and responsive advice, and the same level of professionalism in administration and delivery of services, policies, programs irrespective of political party in power.
    2.Another accountability of civil services executive is to openly involve in all actions within the framework of ministerial actions to government and legislature.
    3.Specifically, civil servants are responsible for public interest in maintaining the law and ensuring that proper procedures are followed.
    4.Civil servants has close relations with society as they serve array of services. It entails that they must adopt ethical practices to deal with public.
    5.Civil servants need to serve the society by ensuring that entitlement and services provided to it under law and government policies are delivered effectively, impartially, courteously and professionally.
    6.Civil services officers also responsive to the need of people, treating its member with courtesy and with sensitivity to their rights and aspirations.

    The function of Bureaucrats is basically implementation of works at ground level; they act as a bridge between Political Outfits and the citizens of the country. Indian Bureaucracy is at a good level and is progressing at a good level too. Most of the key positions managed and implemented are done by IAS which are also called as the “intelligent generalists” our country is very diverse and new challenges emerge each and every single day. Committed bureaucrats are need of the hour but here committed means to their job of serving the nation as a civil servant. Rather than expecting them to be a “Specialist Intelligent generalist” which is not possible and would not serve the purpose of the Civil Services itself, here I am not considering the dedicated services like Indian Forest Service or IAAS these can be somewhat termed as specialist because of their work nature but yes there can be avenues for the higher posts which require some specialty and thus help in taking better decisions but then what will the use of Indian Engineering Services or other schools which give us dedicated specialist be? Efficiency in civil services will come with keeping a vigilance of the Civil Servants on what is there progress and not be only based on seniority. Though it is said – “Training is essential but there is no substitute for Experience” however it should also be remembered that “All Great men were once a novice”. Are abilities can be redefined it only requires some personal work.

State has four element viz population, Territory , Government and Soveregnity .The government is administrative block of state which works on the behalf of state and government has three organ viz Legislative, Executive and Judiciary .The bureacrate are permamemt executive member of state .it is clear from that bureacrates plays important role in to implement law . An effictive civil servant secure nation by having regional aprroach not particular region ,they makes policies and implement in ground level by under good goverence and formal command for the implement of policies which are benifieciery for people wheather they belong to any class.Good goverence under the previous policies such as scholarship ,people Distribution systen and provide good governce under education infrastucture and road connetivity .the bureacrates have consensus for any implement of policies .
