14th finance commission was headed by Dr. Y.V reddy year of establishment 2013 Dr Y.V reddy gave the recommendation to central govt. for fund distribution to southern states(42%) from some extant it could be possible or true because our southern states are more literate than our others states and also become successful to tackle the problem of overcrowded population. population is the major barrier for any country for their development population can also became boon for the country if they all are literate and bread butter earner but in case of India most of the population are living under the below poverty line. according to the report of global hunger index india's rank is 100th which is not quite impressive. if we would accept the recommendation of 14th finance commission it would be not equallisation. we should tackle this problem very wisely that no state feel any discrimination about allocated of fund. if we take the base year 1971 than it would be fair because that time the southern population was not much higher than any other state and compare to census of 2011 the southern population was increased about some margin which is less than any other states. like we take the example of u.p , bihar, odissa and madhya pradesh. these states are the most populated states and literacy rate is very low most of the population is living under the below poverty line which is not good for our GDP. in 1971 there population was very less compare to 2011 these states are not contributing very much to our country compare to southern states. we should support these states with financial aids and government should allocate the fund in which these states get benefit. according to me govt should retain with the census of 1971 for allocation of fund because it would not show any discrimination.
