  2. 1) NABARD: national bank for agriculture and rural development bank is an public institution which is established on – 12/july /1982 fot the investment in the agriculture field and to mqke the policy and loan related to agriculture.
    2) EQ MEASURING: instrument used is seismograph in which RICHTER MAGNITUDE SCALE (qualitative measurement) and MERCELLI INTENSITY SCALE(quantitative) were used.
    3) GOVR CAN DO THE FOLLOWING STEPS:
    * CONNECTING LAB TO THE AGRICULTURE SECTOR SO THAT CROP HIY AND FERTLISERS CAN BE USED BY THE CROP
    * MAKING THE FARMERS AWARE OF THE KISHAN CREDIT CARD ND MSP TYPE FACILITIES.

    *DEVEOPING THE CROP IN Rain fed area which can be ggrown in the non rain season also.

  3. As per my opinion I think giving alms to someone is worthless it will be better if u provide employment to someone. Making anyone begger is not appreciable but making him earner is rewarded. So giving loan waiver to farmers is not a good option but concentrating the reason that why are they not able to return loan.

    Giving them amenities so that they prefer to do agriculture, because if farmers stop farming what we will gona eat.

    Provide them subsidized fertilizers, seeds.

    Provide them free training programs so that in better way they do agriculture

    Provide facilities to their families such as primary as well as higher education, medical etc
    Because farmers are building block of our country.

    They must be treated as VIP as we do these celebrities, politicians.

    Government has decided to double their income by 2022, this should be done along with amenities as well as reputation

    The Current political and economical situation seems not in favor of our farmers. Agriculture accounts for 48% of Total Work Force and 90% of unorganized labour despite this agriculture merely contribute 14% towards GDP and only 10% to Total Export!
    Cause and Remedy:-
    1. Technological – The Yield is low when compared to arable land available, China which has less arable land has much better yield. There are many factors responsible for this like Lack of Modern Tools and methods like drip irrigation. Water management etc. fails in action.
    Remedy – Government should release funds for Technological Development should set up banks for Tools etc also so that farmers can borrow tools etc at a minimal cost for better yield. Drip irrigation facilities and Israel innovations should be considered as though being a desert they are producing very high yield.
    2. Social – Social awareness regarding farming is essential, we need to spread knowledge about Our Primary sector and all other sectors dependence on Agriculture, Agriculture is a backbone of country people should also be cleared upon the notion that Agriculture is a poor man’s job as this trait can yield lots of money if done properly and scientifically.
    Remedy – Government should encourage Students to take up graduation in Agriculture or other agriculture related courses with scholarships etc. The current policies like RKVY and PMKSY should be integrated in School Textbooks so that awareness and word of mouth increases.

    3. Economical – Agriculture has huge potential towards contribution in GDP as discussed above in the beginning but lack of funds and timely intervention has been disastrous for the farmers and people of India in the long run.
    Remedy – NABARD and other government banks benefits should be taken to Low Income Farmers who have Small size of land holdings and are the severely affected by Moneylenders rage. Corpus and encouragement should be given to setup farming in rural or urban areas with scientific methods.

    4. Political – Vote bank politics has to be stopped as the benefits availed by Loan waiver goes to mostly big farmers and also causes a bad Debit – Credit culture working ethics.
    Remedy – Farm Loan waivers is like a disease which needs to be curbed out of its roots and removed by strict check and balance away from our political system of gaining popular votes during election and this could be done only by strict policies by Election Commission of India putting a complete ban on such activities and lucrative promises with termination of candidature in case of violation.
    Agriculture and its allied activities have great potential animal rearing gives jobs to women which contribute 7% to GDP this causes women empowerment and Our Society needs to focus on JAI JAWAN JAI KISAN ! … Jai Kisan !

  6. Q – Discuss what alternative solutions should state and union governments explore other than waiver of farm loans to address farm crisis.
    Ans – According to world bank, loan waiver in Indian context is usualy selective, unsustainable and politically motivated. Loan waivers provide short term relief to farmers but are inimical to our economy in the long run.
    Problems in loan waiver –
    1. According to a paper published by RBI, loan waivers permanently push up inflation by 0.2%.
    2. It severely erodes the credit culture.
    3. As observed by CAG in Agricultural Debt Waiver and Debt Relief Scheme 2008, loan waivers lead to serious inclusion and exclusion erors.
    Instead of providing loan waivers, focus should be on other long term sustainable measures like –
    1. Access to formal credit – In India, 48% farmers do not avail loans at all. Out of remaining farmers nearly 35% rely on informal credit sources with very high interest rates. Therefore farmers should be brought under formal credit system.
    2. Agricultural infrastructure – Nearly half of Indian agricultural land depends entirely on rain for eg parts of eastern India. Construction of canals, watershed management, dams etc will contribute to better agricultural productivity. Other post-harvest infrastructure also need upgradation like – cold storage, threshing machies, refrigerated vans etc.
    3. Technological support – Soil health card, disease resistant & HYV seeds etc should be given to farmers. Farmers can be connected to regional biotechnology labs for obtaining data and information – similar initiative of govt of India is BIOTECH Kisan.
    4. Diversifying non-farm income – Animal husbandry, dairy, poultry, bee keeping, agroforestry etc should be encouraged among farmers. Value addition to biomass can also be done. for eg – Paddy straw, a biomass product, can be used for cultivation of edible mushrooms.
    5. Crop insurance – Awareness regarding crop insurance schemes and erolment of farmers eg – Pradhan Mantri Fasal Bima Yojna.
    6. Implementation of recomendation of MS Swaminathan committee on MSP. As suggested by the committee MSP should be 1.5 times the cost price to farmers. Increasing MSP would cost less than loan waivers and will be a motivation to farmers.
    Thus for realising the vision of doubling farmers income by 2022, strong political will, coordination between centre and state govt and cooperation of farmers is required.

  7. loan waiver in india have become the latest populist exercise for gaining electoral votes. in loan waivers the agricultural loans of the farmers upto a certain limit is written off. this hazardous step can restrict banks to extend their arms to farmers which will force them to shake hands with moneylenders who will charge exorbitant rates as a token of friendship.
    indian agriculture depends on monsoons. any drastic change in monsoons leads to agriculture crisis.their is no doubt that farming is vital for the growth of country and it's government's responsibility to come at rescue when farmers are in muddy water.
    recently the government of punjab , u.p. and maharashtra have loan waiver of farmers. farm loan waiver solve the agrarian crisis for the short period of time. even the world bank says that the loan waiver is a short term measure..we need a long term solution.
    "REMEDY IS EVEN WORSE THAN THE DISEASE"
    alternative solution which can be applied and which work as a long term cure are:
    1-allowing 100% FDI in multiretail sector.
    2-establishing food processing industries in rural areas.
    3-providing a skill development training market to the farmers.
    4-cold chain facilities like reduction of food wastage and boosting farmers income
    5-investing more in micro and drip irrigation
    6-investing in infrastructure management
    7-investment in farmers education ( teaching them advanced methods of farming .. new technologies and equipments)
    8-rational fertilizer utilization
    9-providing gas for fertilizer plant
    10-taking green revolution to east
    apart from all this , proper MSP must be given to the farmers, MS sSWaminathan commission needs to be taken into account.in order to improve the quallity of soil the farmers should be lured to practice organic farming by checking the subsidies being given on fertilizers. advancing the technologies to estimate the losses/yield for the season, eg., RESOURCESAT, BHUVAN, and other remote sensing satellites.
    INSTEAD OF GIVING THEM A FISH WE SHOULD TEAACH THEM FISHING.
    instead of loan waiver a loan restructuring process can be taken up.issues like irrigation and water availability should be daily taken up by the state governments and left on the farmers themselves.a vigilance on the ongoing schemes like PRADHAN MANTRI KRISHI SICHAIN YIJNA ,PARAMPARAGAT KRISHI YOJNA etc., will be increasing the benefits.
    crop insurance schemes must be provided to the farmers.E-NAM introduced by the union government is a good way to address the market related issues of farmers.this scheme is yet to cover all the farmers.diversification from the low paying cereals to high yielding horticulture crops.for this their is arequirement of the post harvest infrastructure. step towards land consolidations must be focused.
    agriculture being a largest dependent for a majority, inadvertently call for more attention than usually given.on the same side india is a land where the farmers are called the "ANNADATA" hence due protection and promotion is a must need.

    # Lile Asha in medical field for village, some other eminent person should be appointed by Panchayats for creating awarness among farmers about initiatives of govenment for them.
    # A committee should be constituted (including leader from goverment, leader of opposition, eminent jurist and a public activist) and Decision of loan wavier should be given to them.
    # Insted of temporary solutions gov. Should make farmers more self reliable.
    # Learn from international models like Isreal and make a sutainable agriculture Infrastructure.
    # kisan credit card, soil health card etc are very fine initative from government.
    # Institutions like PACS should be more penetrated in villages.
    # RRBs should be also involved for giving loans to farmers.
