I think the best solution to reduce traffic problems lies in the Workplace itself. If, for example the company in which I work makes a Bus (or any other transport) available exclusively to its employees, they won't have to use their own vehicles or use public transport. This provision can be made on an mandatory basis too. Same for schools, they can buy more buses, reduce fares and urge more students to use the bus instead of their own commute.
