  10. The fiscal responsibility and budget management( FRBM) Committee or NK Singh Committee recommended to control debt to GDP ratio 60% by 2022 – 23.
    # 40%by centre and 20%by state government.
    # but at the time of election in the state political parties announces farmers loan waiver to increase their political influence. But in this scenario no revenue is generated even after expending huge amount of money.
    And the farmers who do not take loan, starts taking loans with the mentality that at the time of election government would exempt them from loan.
    This is a big problem to state government to maintain debt to gdp ratio as no revenue is generated in this scenario.
    # other problem is coming out of UDAY scheme. Government spending in electric distribution companies but the companies are unable to generate the revenue.
    Some are facing loss. Which causes reduction of gdp.
    # another reason is income tax not paid by employees of the states which reduces revenue collection and government faces problem of maintaining debt to gdp ratio.
    # subsidiaries given on cylinder, fertilisers etc also not generating revenue.
    # Government should develop infrastructure to help farmers instead of loan waiver.
    # government should reduce subsidies.

  11. The Fiscal Responsibility and Budget Management (FRBM) Committee has submitted its 4 volume report on changes in FRBM Act, 2013 to the Union Finance Minister Arun Jaitley. The 5 member committee was headed by N.K. Singh.
    Charting a new roadmap for the Center to manage its finances, an expert committee has called for a gradual reduction of the fiscal deficit to 2.5 per cent of the GDP and revenue deficit to 0.8 per cent by 2022-23.
    It has set a ceiling of 40% for the center and 20% for the state
    There are the ample of challenges that state government would affront in achieving this debt ceiling:-
    1)The waiver activity in state has a huge and calumnious impact on fiscal deficit. Instead of providing better infrastructure for irrigation,refined agricultural practices and efficient machinery ,govt often chose cushy and futile way of waiving the loans.
    2)Schemes like UDAY due to performance inefficiency are heavily under debts which leads to additional interest payments.
    3) In many states 7th pay commission recommendations are still not been implemented which leads to revenue deficient increase by 1%.

  12. The Sixty-first Amendment' of the Constitution of India, officially known as The Constitution (Sixty-first Amendment) Act, 1989, lowered the voting age of elections to the Lok Sabha and to the Legislative Assemblies of States from 21 years to 18 years

  13. Challenges that would face by THE STATES in ceiling of 20% by 2023
    1).7th Pay commission recommendation
    2).Fiscal (Capital ) expenditures in useless schemes
    3).Although, States are given with 42% share of Fiscal Budget but CENTRE has been reducing it's expenditures to States which are earlier bothered by the CENTRE.
    But, States are obligated to schemes.
    4). States doing lots of waste of funds on MLAs / MLCs expenditures like providing Cars , Transportation costs, Special VIPs cultural program, announcing a very -2 huge amounts for Sports players ( Must give but commensurately/ Accordingly).
    5). Announcement of special packages for there where Revenues are far too to come.

    for the time being it is a rather tough job due to slow down of country's growth. there is very low investment in India after implimentin g gst and demonetization.
    if there is a cutdown in public sector that ll offset the aim.
    on the implimentation of 7th pay commission there ll be 1 % of extra load on govt and giving subsidies … is an headache to our govt.
