  2. HOW DIGITIZATION IS STRENGTHENING INDIAN DEMOCRACY?
    Digitization is the process in which every task will be performed online or with the help of internet. For being the winner in the emerging technology within the world of digitization is working as worship for Indian democracy. According to Nelson Mandela, ”An educated enlightened and informed population is one of the surest ways of promoting the health of democracy.” Digital india programme has been launched with an aim of transforming the country into a digitally empowered society and knowledge economy.
    Today’s world is digital world everyone wants to complete their task within the fraction of second and without taking too much effort. The India can achieve the goal of “ Vision 2020” through digitization process. Now here we will check the impact of digital india initiatives towards strengthening Indian democracy in different ways:
    A. Economic impact:
    According to analysts, the Digital India plan could boost GDP up to $1 trillion by 2025. It can play a key role in macro-economic factors such as GDP growth, employment generation, labor productivity, growth in number of businesses and revenue leakages for the Government.
    As per the World Bank report, a 10% increase in mobile and broadband penetration increases the per capita GDP by 0.81% and 1.38% respectively in the developing countries. India is the 2nd largest telecom market in the world with 915 million wireless subscribers and world’s 3rd largest Internet market with almost 259 million broadband users. Future growth of telecommunication industry in terms of number of subscribers is expected to come from rural areas as urban areas are saturated with a tele-density of more than 160%.
    B. Social impact:
    Social sectors such as education, healthcare, and banking are unable to reach out to the citizens due to obstructions and limitations such as middleman, illiteracy, ignorance, poverty, lack of funds, information and investments. These challenges have led to an imbalanced growth in the rural and urban areas with marked differences in the economic and social status of the people in these areas. Modern Information and communications technology (ICT) makes it easier for people to obtain access to services and resources.
    The poor literacy rate in India is due to unavailability of physical infrastructure in rural and remote areas. This is where m-Education services can play an important role by reaching remote masses. According to estimates, the digital literacy in India is just 6.5% and the internet penetration is 20.83 out of 100 population. The digital India project will be helpful in providing real-time education and partly address the challenge of lack of teachers in education system through smart and virtual classrooms. Education to farmers, fisher men can be provided through mobile devices. The high speed network can provide the adequate infrastructure for online education platforms like massive open online courses (MOOCs).
    Mobile and internet banking can improve the financial inclusion in the country and can create win-win situation for all parties in the value-chain by creating an interoperable ecosystem and revenue sharing business models. Telecom operators get additional revenue streams while the banks can reach new customer groups incurring lowest possible costs.
    Factors such as a burgeoning population, poor doctor patient ratio (1:870), high infant mortality rate, increasing life expectancy, fewer quality physicians and a majority of the population living in remote villages, support and justify the need for tele medicine in the country. M-health can promote innovation and enhance the reach of healthcare services.
    Digital platforms can help farmers in know-how (crop choice, seed variety), context (weather, plant protection, cultivation best practices) and market information (market prices, market demand, logistics).
    C. Environmental impact:
    The next generation technologies will help in lowering the carbon footprint by reducing fuel consumption, waste management, greener workplaces and thus leading to a greener ecosystem. The ICT sector helps in efficient management and usage of scarce and non-renewable resources.
    Cloud computing technology minimizes carbon emissions by improving mobility and flexibility. The energy consumption can be decreased from 201.8 terawatt hour (TWh) in 2010 to 139.8 TWh in 2020 by higher adoption of cloud data centers causing a 28% reduction in carbon footprint from 2010 levels.
    Key Projects of Digital India programme:
    1. Digital Locker System aims to minimize the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Three key stakeholders of DigiLocker are Citizen, Issuer and requester.
    .
    2. MyGov.in has been implemented as a platform for citizen engagement in governance, through a “Discuss”, “Do” and “Disseminate” approach. The mobile App for MyGov would bring these features to users on a mobile phone.
    3. Swachh Bharat Mission (SBM) Mobile app would be used by people and Government organizations for achieving the goals of Swachh Bharat Mission.
    4. eSign framework would allow citizens to digitally sign a document online using Aadhaar authentication.
    5. The Online Registration System (ORS) under the eHospital application has been introduced. This application provides important services such as online registration, payment of fees and appointment, online diagnostic reports, enquiring availability of blood online etc.
    6. National Scholarships Portal is a one stop solution for end to end scholarship process right from submission of student application, verification, sanction and disbursal to end beneficiary for all the scholarships provided by the Government of India.
    7. DeitY has undertaken an initiative namely Digitize India Platform (DIP) for large scale digitization of records in the country that would facilitate efficient delivery of services to the citizens.
    8. The Government of India has undertaken an initiative namely Bharat Net, a high speed digital highway to connect all 2.5 lakh Gram Panchayats of country. This would be the world’s largest rural broadband connectivity project using optical fibre.
    9. BSNL has introduced Next Generation Network (NGN), to replace 30 year old exchanges, which is an IP based technology to manage all types of services like voice, data, multimedia/ video and other types of packet switched communication services.
    10. BSNL has undertaken large scale deployment of Wi-Fi hotspots throughout the country. The user can latch on the BSNL Wi-Fi network through their mobile devices.
    11. To deliver citizen services electronically and improve the way citizens and authorities transact with each other, it is imperative to have ubiquitous connectivity. The government also realises this need as reflected by including ‘broadband highways’ as one of the pillars of Digital India
    12. The eHospital application provides important services such as online registration, payment of fees and appointment, online diagnostic reports, enquiring availability of blood online etc
    13. e-Sampark is a mechanism to contact citizens electronically, sending informational and public service messages via e-mails, SMSs and outbound dialing.
    14.Digital Saksharta Abhiyan (abbreviated as PMGDisha) is an initiative under Digital India program, approved by The Union Cabinet chaired by the PM Narendra Modi.The main objective of the Pradhan Mantri Gramin Digital Saksharta Abhiyanvis to make 6 Crore people in rural areas, across India, digitally literate, reaching to around 40% of rural households by covering one member from every eligible household.
    The PMGDisha has been granted an outlay of Rs 2,351.38 crore with the objective of making 6 crore rural households digitally literate by March 2019.
    15. Attendance.gov.in is a website, launched by PM Modi on 1 July 2015 to keep a record of the attendance of Government employees on a real-time basis. This initiative started with implementation of a common Biometric Attendance System (BAS) in the central government offices located in Delhi
    Conclusion
    A digitally connected India can help in improving social and economic condition of people through development of non-agricultural economic activities apart from providing access to education, health and financial services. . The overall growth and development can be realized through supporting and enhancing elements such as literacy, basic infrastructure, overall business environment, regulatory environment, etc.

  7. Digitalisation of India is commendable approach what nowadays we are following. It is a biggest step towards our democracy here we can discuss, agrue and dislike any policies of government. We can understand deeply these policies by reading properly through the details mentioned online. Online submission of queries regarding any policies gives relief that we do not have to go government officer which saves our precious time. No of stationery saves by applying things online. Now challenge is to make it more safe so more and more people get enrolled in it. Make it more and more user friendly. As this is very open system so there are no chance of tax avoidance or tax evasion. More and more awareness can be made to increase our usage of digitalised system. This is safe as no one can stole our hard currency.

  8. How digitization is strengthening Indian democracy
    Digitisation is connecting the people with internet. India has been a force to reckon with in the IT sector but it was unable to use the same for its own benefit. The beginning was however made from 1970, when the department of electronics was set up. At that time, computers were largely confined to cumbersome mainframes and only engineers could handle it. It was in 1976, that NIC(national informatics centre) was set up, with an aim to connect the state and the central governments and bring them on a single platform.
    Today, digital India campaign is a broad version of e-governance programs taken up by different governments till now. The campaign is started as a flagship program from 2014 whose main pillars are:
    Broadband highways- today, many rural population remains disconnected from the internet, so to fill up this digital divide, national optic fibre network will be created to connect 2.5lakh Panchayats.
    Digital locker- this will keep all the documents provided by the government and will require Aadhar as identification. In this case there will be no requirement of carrying a bag full of documents, as it will be accessed online.
    Mobile connectivity- here the role of various companies as well as MTNL and BSNL will play an important role
    e-Kranti- this program seems to provide the government services on one platform, and address the public grievances. It will also speed up the approval of applications. There will be guidelines for the hardware and software to be used.
    Jobs- business process outsourcing(BPOs) will be set up, in areas with less development like north-eastern areas. People will be trained and skilled to provide services.
    Manufacturing- this program will boost the manufacturing of electronics sector, such that there will be net zero imports, that is the exports will be equal to imports by 2020.
    MyGov- this will involve the ideas and opinions of the people, such that the technology could be used more smartly
    Now, we know that India is the largest democracy of the world. The word democracy means maximum participation of people in the governance. The periodic elections and the right to vote, freedom of religion and expression, all these elements make India a democracy.
    Here the role of digital India is to link with the people and ensure its greater participation. The programs are citizen centric in many ways for example if the scheme like Gram Sadak Yojana which was launched in 2000, has got the app version also so that people could complain or report about the development in their areas. Not only this the Swachh Bharat Abhiyan, has an app which people can use. The government services, are beng implemented online. Even the role of private sector in Digital India Program, is highly acknowledged.
    India is the second largest populated country in the world, after China. Any project which is successful here will, surely be successful in any other country. Therefore various companies like Cisco are taking interest in the projects within the country. India has the internet penetration of 20%, which makes it an attractive market for future.
    The largest democracy, also has vast diversity especially in languages. The Constitution recognises 22 languages, so there also lies the challenge of making the contents accessible to all these group of people. However, marketing forces are working in the right direction to by providing content in multiple languages via its ‘App Bazaar’. Also the cost of the data should be made affordable so that internet could be accessed at lower costs. Addressing such challenges could make Digital India a huge success and India will be the largest digital country.
