Baswan Committee Report and the UPSC Civil Services: Dr. Vikas Divyakirti begins it by narrating the unease among students who are worried about the implementation of the Baswan Committee Report. The Committee had submitted its report to government in August 2016.

The video discusses the following:
(a) Why was the Baswan Committee needed? Why was it made? And when? And what has happened suddenly?
(b) What are the recommendations of the Baswan Committee (such as on exam pattern, age limit in UPSC Civil services etc.)?
(c) When will it be implemented?
(d) What will be its effect (esp on the Indian/vernacular medium students and those from village background)?
(e)How to manage the aftermath (if any)?

COMMITTEES OVER THE DECADES: Dr. Vikas says that the UPSC has many functions and committees to recommend suggestions for exam improvement are made from time to time. In 1976, Kothari committee (on recruitment policy and selection), 1989 Satish Chandra Committee, 2000 Alagh Committee, 2004 Hota Committee (Hindi medium students used to fear Mr. Hota as interview marks were usually less for Hindi medium students in his board), Khanna Committee (CSAT), Nigvekar committee, following CSAT debate (whether it helps English medium and Maths background students over Hindi medium UPSC aspirants), Arvind Verma Committee (after intervention of Court; decide on 8 questions which were only in English), dropping by NDA government of the 8 English questions, latest B. S. Baswan Committee (2015 August, 1968 batch IAS; former director of LBSNAA; former secretary of Ministry of Social Justice, also tribal welfare; former IIPA director) by the NDA government (for considering all questions related to exam, training, selection) are some of the important milestones in UPSC exam pattern evolution. In March 2017, UPSC has submitted its review report with Baswan committee report to the DoPT (which works under the PMO). Baswan committee recommendations are not public as of this moment. The recommendations (as perceived by public) is about lowering age limit and attempts and removal of the optional subject (note that before 2013, there were two optional subjects).

Dr. Vikas discusses various fallouts of Baswan report if age limit and attempts are reduced. For example, students from village background graduate late compared to students in urban areas and elite background. Also, sessions themselves are delayed in many universities across India (esp in places like Bihar and Uttar Pradesh where it takes more than three years to complete graduation).He also discusses many inbuilt (and inevitable) problems and shortcomings for Hindi medium students at UPSC that should be kept in mind before any overarching policy about age and optional subject is implemented.
