Some generic characteristic a good policy/scheme should have :
* periodic Monitoring
* good feedback mechanism
* providing flexibility to states to account for regional diversity and local innovation
* clear accountability setting
* Policies should come with strict sunset clause
* effective coordination among frontend worker(ASHA, ANM, AWW) is required at grassroot level
