he Narendra Modi government has now opened the doors of bureaucracy to skilled people from the private sector, inviting applications for 10 senior-level posts. The post of the joint secretary — crucial to policy making and implementation of government programmes — is filled by career bureaucrats, who usually join the service after passing exams conducted by the Union Public Service Commission.

The idea of lateral entry into bureaucracy has been under discussion on and off for years, but this is the first time it has been acted upon. The government has said it is keen on it to bring in “fresh ideas and new approaches to governance”.

The notification from the Department of Personnel Training says it is looking for 10 “outstanding individuals” who are willing to contribute towards nation building. Those eligible includes “Individuals working at comparable levels in Private Sector Companies, Consultancy Organisations, International/Multinational Organisations” above the age of 40 years and with a minimum of 15 years’ experience.

The recruitment will be done on contract basis for three to five years. Recruitment will be made for 10 departments — including Revenue, Financial Services, Economic Affairs, Commerce and Civil Aviation.

The posts are also open to officials of any state or union territory government who are already working at equivalent level, and individuals working at comparable levels in public sector undertakings, autonomous bodies, universities and research institutes.

The civil services system was considered one of the best British legacies to Independent India, given its lack of experience in governance and huge need for socio-economic development. But post-liberalisation in 1990s, the bureaucracy was seen by some sections as stagnant.

The need of the day, they asserted, was specialized knowledge and pointed to the advent of domain experts like Montek Singh Ahluwalia, Nandan Nilekani, Arvind Subramanian and Raghuram Rajan in government organisations and advisory bodies.

The government’s announcement received mixed response from political leaders as well as the social media. While most hailed it as a welcome step that would bring in the much-needed field experts in governance, critics said the system can only work if the method of selection is impartial, objective and transparent.

“This is being done so that people who are with RSS or BJP come on this position and will then directly influence the decisions taken by government,” said Congress’ PL Punia

In a significant move, the Narendra Modi government has opened its doors for private individuals with 10 job openings at Joint Secretary-level posts.

According to the advertisement published in major newspapers on Sunday, the Department of Personnel and Training is going for ‘lateral recruitment to senior positions in Government of India.’

Any 40-year-old individual working in public or private sector with minimum 15 years of experience is eligible to apply for the job.

Here are other key details according to the DoPT ad:

1: The Modi government is looking for 10 outstanding individuals with expertise in the areas of (i) Revenue (ii) Financial Services (iii) Economic Affairs (iv) Agriculture, Cooperation & Farmers’ Welfare (v) Road Transport & Highways (vi) Shipping (vii) Environment, Forests and Climate Change (viii) New & Renewable Energy (ix) Civil Aviation and (x) Commerce.

2: Duration of Contract: The period of contract shall be for 3 years from the date of commencement extendable upto 5 years depending upon performance.

To attract talented individuals from the private sector, the government has also kept the salary structure at par.

‘Selected applicants shall be placed at the beginning of the pay scale as applicable to Joint Secretary i.e. Rs.144200-218200 per month (Level 14 of Pay Matrix)

  3. According to me its not that way work as in transparent.
    Because this prosal not effective as much that idea told. It will increase discrimination to those officer who had scrafies nd did a lot hard work to reach there nd similiary these private sector while earning from number of year in private again got opportunity to work in public sector with many more allowances. It perform in negative direction rather than creating a comparative environment. There is enough already compition in this sector.
    Appointing from private sector its Better to trained already selected officers. May while implementing this work but it is totally reducing the chances of other officers at high post then in these situation they will not do effective work because there is less Chance to get high post they will minimize there Energy rather than using

  5. this decision is not acceptable because if they need much experienced officers they can train IAS officers as everyone knows the capacity of an IAS .where 20 years need to achieve the joint secretary post they can conduct an exam where 10 to12 years experienced IAS perform if they pass then that selected IAS can be reached at that position instead of spending 20 years.
    If govt has decided to do the same I suggest one thing that govt can produce a new post where as an advisor specialist can be joined and they can advice .

    इसके साथ एक प्रश्न का उत्तर मैं आपसे जानना चाहता हूँ कि upsc में पर्सनालिटी टेस्ट की कितनी आवश्यकता है ।क्या प्रिलिम्स और मेंस पर्याप्त नही हो सकता।
    अगर पर्सनालिटी टेस्ट को हटा दिया जाय तो किस प्रकार की कमी रह सकती है उम्मीदवार में ।
    क्योकि मेरा मानना है कि पेरसोनोलिटी टेस्ट में ज्ञान की बाते पूछे तो वो तो गलत है क्योंकि ऐसे सभी प्रकार के प्रश्नों के जबाब को देकर वो पेरसोनोलिटी टेस्ट के स्टेज तक पहुचता है और रही बात अब थोड़ी बहुत पेरसोनोलिटी की तो क्या इसको ट्रेनिंग में पूरा नही कराया जा सकता ?
    और भी बहुत सारे प्रश्न है जिसको हम अब टाइप नही कर सकते ।
    मैं चाहता हु इसपे आप कुछ बताये।

    -Joint security direct bananeka tarika kafi acha hai sahi tarah se requirement bhari jaye to nahi to isme polition inter fear kare to bahut India ke liye dhoka Ho sakta hai .
    To mera manana hai ki
    1)sahi tarah se requirement bari jaye
    2)ias ko special training De kyoki bahut sare student ka baground special education ka hota hai.
