The Florida Legislature might not scrap its controversial bonus program tying teachers to old ACT or SAT scores, but it has acknowledged change is in order.
Over its two-year lifespan, the Best and Brightest Scholarship Program has garnered more criticism than praise by rewarding teachers up to $10,000 based on their college admission scores.
