  23. How is Draft Policy on E-Commerce in India is effective for digital India?

    India’s E-Commerce market is around worth 20 billion dollars which is likely to reach 200 billion dollars in the next 10 years. The government’s draft e-commerce policy makes a strong case for championing Indian online enterprise and may have major implications for foreign-owned e-commerce majors operating in India. The policy is aimed at creating a level playing field for foreign and domestic players in the Indian market. The draft policy also proposes a single legislation to address all aspects of the digital economy and a single regulator for issues related to FDI implementation & consumer protection.

    What may be the impacts of this policy on digital India? The key recommendations include barring group companies of e-commerce players from directly or indirectly influencing the selling price which will bar the e-commerce giants to offer huge discounts on its platform to attract consumers. But there is an exemption for the inventory-based companies that promote Indian goods in its platform. It will surely promote “make in India” but consumers find it less attractive than the choices they accustomed to getting in huge monsoon sale. As a result, consumers will tend to opt for offline marketing where they can get their choices at a discounted rate as they wish.
    One of the major aspects of this policy is payment monitoring which will be guided by a recommended task force. After that, the online payment will be more secure than before.
    However, this policy is good for promoting small and medium enterprises of the domestic market in the online platform and raise the country’s share in e-commerce market which will also help to create many jobs in India.
