In the early 20th century, Russia was in a troubled state. Nicholas II who was Tsar from 1894 until 1917, insisted on ruling as autocrat. However, the criticism against the government has reached a new height when Japan defeated Russia in 1904-05.

There was a general strike and an attempted revolution, which forced Nicholas to make concessions also called October Manifesto. These included the granting of an elected parliament called Duma. And after the disastrous defeat in the WWI, the Tsar was overthrown by the Feb/March revolution and Bolshevik revolution proclaimed the government.
