India is a multifaceted society… different culture,different religion and multiple traditions..But one of the most influence in our society mostly people depend on agriculture..about 70%of population depend on agriculture… Maharashtra, Gujarat and Andhrapradesh mostly depend on agriculture…In pre independent and post independent the situation of agrarian mostly same but no remains change…we see many agricultural farmer commit suicide because of poverty,unemployment,over burden population so these things also commit bad for the farmers…But is government policies is responsible for failure of agrarian.. Most probably government also responsible for failure of agrarian.. In other western side farmers give a highly position .but in India they lack show disrespect… Recently government mostly focused on Farmers in budget.. But is this really implemented.. Government should also implement policies or schemes but they cause failure because they don't take seriously action them and farmers live in mostly live rural areas they don't know about awareness of policies.. Government should aware about new scheme which they implement on it any ways may be situation does not change..urban country or people depend upon farmers without food we cannot live..But in agrarian or rural family depend upon agriculture like economy and they have no other chances of sources of income..some times when rates high or low effect should on farmers family..so why we heard about this news..if this is serious problems in out society so government should should also take a great step..without step they will never develop..As usual India is under developed country..Rice,pulses,cash crops grown in our country and export also these..if really highly rated so we keep focus on them…last time farmers take a hunger strike is not a shockingly news we heard many Years..so why government stop and not focused on them..Hopefully this budget should improve our agrarian societies.. Government help and aware about new schemes,new development and they get advantage to this..so they feel relax and not one to commit suicide..when farmers think about future in crisis time they feel overburden and stress feel..so these things is really bad for our society..we should camps organize and aware about schemes like loan scheme,and many schemes they improve agrarian reformed…No one have to serious about agrarian because to give money and take pulses,rice,wheat but they didn't knw how to produce,how to cultivate,how to reforms is really a hectic work for farmers.. so government should improve these things..

  7. The root cause of distress in agrarian sector of India? failure of policies or failure of governance?

    India is a renowned country in terms of its diversity be it in the sense of culture traditions, people or something else. India is far famed when it comes to abundance in natural resources. Also tagged as the land of seven rivers it is considered self sufficient for maintaining its rich heritage when it comes in terms of its richness in agricultural diversity. It is something which is celebrated in the nation. The Hindu religion calendar is based upon change of seasons which is directly related to different phases of Agricultural produce. This is the reason for which 60% of the Indian mainland and 70% of its rural household is directly related to agriculture in one of the other way. Agricultural exports to other countries forms a large part of the Indian GDP. Citing towards all facts there Rises a strict need for a manual which leads the nation through proper management of the sector in order to avail maximum benefits of the gift of the nature. This is done by the government in the form of Agricultural policies which are launched from time to time.
    The agricultural performance of Indian economy was not as good as it is today during the pre independence period. The sector took off when it found its place in the first five year plans during 1951 to 1956 the duration of which is also called the Green Revolution period and as a result of which Indian grain production grew twice its initial mark. Later years also gave place to industrialisation along with agriculture thus sharing bureaucratic focus. The sector today is facing several ground level difficulties one of which is the declination of the prices of the produce which hampers the farmers from availing the rights and profits. As a result farmers get very little for what they do. The income gets so meagre that it becomes difficult for them to cope up their financial requirements thus unable to repay debts and no economic development affects them severely. Apart from this there arises risk which are natural and also monetary risks. Bad weather, informal sources of funds, abnormal produce, and commision agents sometimes pressurises them to such an extent that they are forced to commit suicide.

    In a recent survey it was found out that 40 to 50% of the produce gets destroyed during its transit from field to the market which is something that requires urgent attention. The transportation development may solve the hardships to a large extent. The government has started launching populist schemes for farmers which is putting a pressure on the Nations treasury and also facing a lot of Criticism but also becomes necessary on the same note. Various loan waiver schemes is being launched by State governments to relief farmers of the pressure. Agriculture is always an important part of Indian economic budget and it would be inappropriate to blame either of policies or system of governance, rather both can be improved by adopting new ideas and improvising the policies and programmes on ground level does ensuring farmer's security and agrarian development.

  8. Agrarian Distress in farmers:
    The Indian government has passed a resolution to double the income of farmers by 2022. Regarding this, the government has taken numbers of initiatives like PMKSY, PMFBY, Soil Health Card, eNAM etc. but still we are unable to see any improvement in the situation of farmers.
    Some points to be noted are:
    – In the financial year 2017-18 the growth of the agricultural sector is mere 2.1% which is alarm ringing condition for us. Expert has suggested if we want to double the income of farmers by 2022 then agricultural sector has to grow around 18'5 a year.
    – 50-60% of the farmers of India are marginal and small farmers which most do not fit into the requirements described by the formal credit providing schemes. According to data, only 30% credit comes from formal sector and rest of the arrangments are made by informal sources. Because of this issue farmers fall into the vicious cycle of poverty.
    – Farmers do not get the sufficient price for their product according to the S. Swaminathan Committee is should of 50% more than the overall cost for complete farming activity.
    – Farmers do not an alternative source of income. 2/3rd of the Indian agricultural sector is dependent on the monsoon. So if the monsoon is not good they will not get any kind of income.
    – Insufficient infrastructure for irrigation. Only 40% of the total cultivated land comes under the irrigated area.
    – Indian farming sector is still far away from the technological improvements. Our farmers are poor and they can not afford the expensive technology.

    Why should we consider these problems as Failure of Government?
    – In every budget, we see a good amount of allocation towards the agricultural sector, but still, the farmers are doing suicide and everywhere there are rebellion group of farmers which are asking for their shares.
    – Only 30% formal credit in agriculture is a big question mark.
    – Apart from the agricultural opportunities, govt has not provided education, health and technical support to the farmers.
    – Agricultural market is very big and providing a large amount of employment but as we this employment is not real. That is why our growth rate is very low here.
    – Still, only 20-30% farmers are able to take advantage of MSP. So there is a huge gap in policy making and its execution.
    – The government has tried expanding the formal market using eNAM initiative but the truth is after selling the product farmers has to wait for the month to get the price.
    – Immediate have captured the market, due to the technical limitation poor farmers are unable to take advantages of government schemes.
    – Policy making is not sufficient for these issues, our executives have to show their interest to benefit the farmers and before starting something they should prepare proper infrastructure for this. Sometimes farmers don't even know their right to be claimed.
    – If we take example of the current budget initiatives then we can see there are so many issues are not even discussed in the session. Issue like Irrigation, farm loans, policies for rabi crops, farm elecricity and incentives for loss etc.

  9. essay- i think main reason of Agrarian distress is failure of governance due to this its affects on policies and the policies are not applied on the ground level still after 70 years of independence of out country. due to the vote bank and attract farmers easily govt promising to farmers and that's why every govt tries to achieves short term results like that loan waivers, minimum support prices (MSP) these are not permanent solutions instead of applied long term benefits in the form of policies that provide a boost to credit growth, crop insurance, drip irrigation, ware housing, mechanization, skilled farm labour, contract farming,integrated farming, diversified farmings, aware the farmers with new mechanization this will help the farmer double his income in the long run.
