I think opportunity Cost is transferred to taxpayer money.
Reason: You can’t ignore that opportunity cost because you have to had that much amount of fund from Consolidated fund or from somewhere govt. deposit.
You can’t ignore such a huge money while making balance sheet of the department or ministry.
I think answer is c ,example missile shield ,so nobody pay directly for it but govt build it out of taxes only.
